The full set is not only 65536 characters. You have some misunderstanding here. Windows sandbox (24h2 version) has no notepad included.
Since windows 11 (or maybe earlier) windows notepad internally stores unsaved files so if the application (or windows) crashes they will be still there later.

I have a habit of doing the following: I can also open a specific file in notepad from cmd. I had to immediate shut down, and i lost about 20 unsaved tabs, is there any way to recover these? In previous versions of windows, i would just kill notepad.exe to close all those windows.
I can start it from the run prompt, but i can't start it from cmd.
I am on windows 11, and i use notepad for programming in python.
