The fans are very noisy and they are very annoying in the library and elsewhere; The fans on my oem hp rtx 3060 ti are noisy. Fans are not working… constant heating issue.

My hp omen max 16 gaming laptop seems to always have the fans spinning at around 1900 rpm, even when it's in low power mode or when i disable the nvidia gpu. I have a hp victus 16 s0004ns, i have had a big problem for a long time. The fans remain quiet, even when cpu is past 100c and maximum speed for fans is set ion gaming hub, fans are quiet , it would be nice but cpu is thermal throttlin and makes it unusable Omen gaming hub balanced mode enabled and fans are on auto settings. They are always active or almost.
While on they operate they work just fine, automatically adjusting to the temperature appropriately, but they will sometimes just shut off.
